SMALL GRANTS: BIG CHANGE
A scoping paper to stimulate discussion about the future of financial support for small voluntary arts groups in Northern Ireland.

Launched in Stormont on the 17th September, this report highlights the importance of small funding programmes to local volunteer-led arts and crafts activities. Includes profiles of five voluntary arts groups, report of surveys with local authority arts officers and umbrella organisations and commentary about the most likely sources of small grant programmes in Northern Ireland.

Local Authority Arts Officers Survey 2005

Key findings are that :-

  • Arts Officers believe security of funding to be issue number one and a fifth want to increase their capacity to provide information on funding options.
  • Skills in attracting participants and volunteers were also highlighted alongside networking and marketing.
  • There is a continuing demand for Arts Officers to identify artists for voluntary arts groups to engage in support of their work.
  • Arts Officers are particularly interested in research to map local groups and arts activities in their area.

Recommended actions for Voluntary Arts Ireland include:

  • Increasing the visibility of its advice and support services amongst Arts Officers,
  • Further developing its training and Workshop pages,
  • Producing brieifngs on the benefits and skills needed to network effectively
  • Working on ArtChart research with local authorities that expressed strong interest.

FOUNDATIONS
An initial needs & supports analysis of voluntary arts (RoI)

During 2005, Voluntary Arts Ireland gathered data about the needs of voluntary arts groups and the supports available to them in the Republic of Ireland. The work, funded by the Arts Council/ An Chomhairle Ealaíon, generated data to help inform discussions around the development of the volulntary arts sector.

As part of the research all resource and service organisations and umbrella bodies were invited to complete a survey about the support they are able to offer voluntary arts groups. We surveyed local arts groups in seven council areas and invited voluntary artists in those counties to meet with us at ‘Research Roadshows’ during April and May. Face-to-face interviews were held with a number of key personnel, including local authority arts officers in the seven council areas and all local authority arts officers were invited to take part by questionnaire.

‘In one year over 12% of the adult population participates in the arts through voluntary arts groups in Northern Ireland’. This is one of the key findings of the Voluntary Arts Ireland research report.

This is the first report on the nature of the voluntary arts sector in Northern Ireland. It looks at the extent and involvement in the arts/volunteering that is a consequence of the voluntary arts sector in NI. It offers an information springboard to establish the development needs of the sector and to further sectoral research. It is in part a consultative document and we welcome any comments on the recommendations.

The report was compiled by Voluntary Arts Ireland with the support of the Arts Council of Northern Ireland, The National Lottery through the ACNI and the Carnegie (UK) Trust.

Mapping Community Cultural Infrastructure

'The only way to identify many of those groups which offer participants arts experience in the local community is to go into the local community'

Promoting universal access and enabling all to enjoy the personal and societal benefits of cultural activity, entails examining the barriers people perceive as standing between them and participation.

ArtChart is a new methodology which allows us to examine the cultural infrastructure and the cultural capital (ie cultural assets) of an area and then investigate the impact on individuals' opportunities to participate in arts and crafts activities.

Read the report (below) which draws on the findings of an excercise to pilot ArtChart carried out during February and March 2004 by Voluntary Arts Ireland in conjunction with Larne Borough Council.
